Notice to contractors

Bid Submittal: Sealed bids will be received by the University of Washington at UW Facilities Project Delivery Group Office, University Facilities Building, Box 352205, ground floor, Room G58 Seattle, WA 98195, on the University of Washington Seattle campus. A campus map can be found online at Seattle campus parking and traffic regulations and parking rates can be found online at Bidders are responsible for all parking costs and for complying with parking regulations. Failure to comply with parking regulations may result in citation and possible impound of vehicle.


Part I of the Bid Form will be received up to 2:00 p.m. on February 6, 2020, and Part II of the Bid Form will be received up to 3:00 p.m. on February 6, 2020. Bids will then be publicly opened and read aloud at 3:00 p.m. Bids received after the date and hour above stated will not receive consideration.


Project Description: The project includes the following work: Interior remodel/refresh of classrooms 106, 108, 260, and 261(total of 3,300 GSF) inside Bagley Hall on the Seattle Campus of University of Washington. The work includes, but is not limited to hazardous material abatement, wall framing, tier infill and retrofit, steel and glass railings, custom casework, upgraded finishes including wood wall panels, replacing doors, door infill, corridor relites, and reconfiguration or replacement of existing lighting, ventilation, radiant heating, fire alarm, and fire sprinkler systems.

Pre-Bid Site Meeting: The Project site is available for inspection by prospective bidders at a pre-bid site meeting and walk-through at one on of the following meetings:

 1. 7:30 a.m. on January 16, 2020 at UW Seattle Campus – Bagley Hall Room 260

 2. 7:30 a.m. on January 21, 2020 at UW Seattle Campus – Bagley Hall Room 260 This will be the only opportunity for bidders to visit the Project

Bid Guarantee: A surety company bid bond on a form acceptable to Owner, a cashier’s check or a certified check payable to the order of University of Washington, or cash, shall accompany each bid in an amount not less than five percent (5%) of the Base Bid. No bidder may withdraw its bid after the hour set for the opening thereof, unless the award of the contract is delayed for a period exceeding 60 days.


Apprentice Utilization: Mandatory apprentice utilization of at least 15% of the total labor hours worked on the contract is required. Apprentices must be registered as apprentices with the State Apprenticeship and Training Council. Bidders may contact the Department of Labor & Industries, Apprenticeship Program at 360-902-5320 to obtain information on apprenticeship programs.


MWBE: The University of Washington is committed to providing the maximum practicable opportunity for participation by minority and women-owned businesses (MWBE) in public works. Voluntary goals for this project have been established as 10% MBE and 6% WBE. Participation may be either on a direct basis in response to this invitation to bid, or as a subcontractor or supplier. However, no minimum level of MWBE participation shall be required as a condition for receiving an award and bids will not be rejected or considered non-responsive if they do not include MWBE participation. Safety Plans: Prior to the issuance of the Notice to Proceed, the Contractor will be required to submit to the Owner a copy of its company safety program. See Modifications to the General Conditions, Part 5 for details.


The Owner reserves the right to reject any or all bids and to waive as an informality any irregularities in the bids received.
