As the IT Network & Telecommunications Senior Specialist, you will support the information systems and users. You will consult, design, program, install, maintain, troubleshoot, and/or provide technical support for applications, hardware and software products, databases, database management systems, support products, network infrastructure equipment, telecommunications infrastructure, software, and hardware. You will establish work procedures and innovative approaches to complete assignments and coordinate projects including conducting needs assessments, leading projects, creating installation plans, analyzing and correcting network malfunctions, monitoring and enhancing operating environments, and supporting, maintaining and enhancing existing applications. You will manage and prioritize agency service requests and create, update, and maintain all required security and IT policy/procedure documentation.

What to expect:
Among the varied range of responsibilities within this role, you will:

  • Manage help desk requests from users
  • Provide subject matter expertise in resolving workstation incidents and problems and diagnose and troubleshoot those incidents and problems
  • Perform PC hardware warranty repair as qualified
  • Coordinate workstation installations, moves, and changes
  • Create installation plans and independently install and configure hardware and software
  • Perform complex installations and deployments of robust software platforms such as SAS and ArcGIS
  • Orient users on software and hardware functionality and manage software licenses
  • Advise and train users on the use of systems, hardware, and software, and research product information
  • Develop effective help and how-to resources targeted for non-technical users
  • Develop and implement strategies for centralized management of client software/hardware (to include patch management and group policy creation and management)
  • Manage Active Directory users, security groups, and configurations
  • Implement IT security policies and standards and identify documentation needs
  • Create documentation for systems and users
  • Manage data back-up (including social media) and disaster recovery protocols 
  • Analyze and correct network malfunctions
  • Vendor Management support
  • Collaborate with our internal grants management team to provide system administrator support for the agency grants management platform



Five years of information technology experience, such as consulting, analyzing, designing, installing, programming, and/or maintaining software applications, telecommunications, or network infrastructure equipment

Five years of providing customer or technical support in information technology

Some secondary education or training/certificate program related to information technology, including network infrastructure and enterprise environments  


  • Two years providing IT support and solutions to a Washington State Government agency
  • Bachelor’s degree related to information technology
  • Two years of data transmission concept, functionality, and mechanism
  • One-year technical writing skills
  • Familiarity with low-code Platform as a Service (PaaS) for support of agency grants management system
  • Ability to update complex system configurations using HTML, XML, SQL, and JavaScript
  • Knowledge of RFP process
