The Department of Corrections is seeking a highly motivated and qualified individual for the position of Local Business Advisor at Clallam Bay Corrections Center.

Clallam Bay Corrections Center is a 900 bed male facility located on the point of the Olympic Peninsula.  It is 50 miles west of Port Angeles and looks out over the Strait of Juan de Fuca at Vancouver Island.  This facility houses medium and close custody offenders.  CBCC also operates an Intensive Management Unit.

This position serves as the principal business advisor and manages all business operations for CBCC.  As such, it is responsible for developing the budget and strategic plan, budget and performance monitoring, budget projections, providing fiscal analysis and advice to the Operational Leaders such as Superintendents, Extended Leadership Team, and Health Care Managers.  This position contributes to the organization’s mission by providing access to adequate financial data, by developing the operating and local fund budgets, and managing the business and warehousing operations.

Essential functions and significant responsibilities of this position include:

Responsible for managing and administering a comprehensive program in accordance with agency policy, WAC’s, CBA, RCW’s and laws.

  • Consults with appointing authorities, managers, staff, supervisors, and HR regarding complex issues by gathering and analyzing facts to develop options and solutions; develops new methods of viewing situations and approaching issues within ethical, legal and regulatory boundaries.
  • Exercises discretion and judgment when providing consultation and advice, applying skills and knowledge to different situations.  
  • Provides accurate interpretation, verbally and in writing, of policies, regulations, rules, goods and services contracts and applicable collective bargaining agreement (CBA).
  • Payroll – Ensure DOC staff receive pay timely and accurately by working collaboratively with the Roster Office, Human Resources, and Headquarters Payroll to properly record time and attendance and process payroll actions.
  • Offender Banking/Local Funds – Oversee the effective, accurate and timely management of resident trust and other local fund activity by working collaboratively with HQ, Trust Accounting Manager and Legal Financial Obligation (LFO)/Cost of Supervision (COS) Unit staff.
  • Oversee the effective operation of the Warehouse to include: the identification of supply line items and vendors; the accurate and timely ordering of consumable supplies; the accurate and timely management of inventory to ensure the facility has the goods to effectively run the operation; the effective stewardship of agency resources and improvement of business practices and performance when opportunities arise.  Oversee or assist in delivering.

Plan, coordinate and administer efficient and effective business services.

  • Consult with Operational Leaders regarding business services and customer needs.
  • Maintain internal controls in accordance with OFM requirements to include segregation of duties, safeguarding of assets and required business practices/procedures.

Budget Development and Expenditure Management

  • Advise and coordinate budget preparation activities.
  • Prepare Biennial Budget Allotments.  Ensure accuracy of the Salary Projection System.  Conduct annual comparison of custody allotments to post audit summary and master roster before finalizing allotments.
  • Utilize critical thinking, analyze complex financial reports, and perform trending or projection methodology. Review and analyze budget variances and advise on budget impacts and corrective action.
  • Provide advice and statistical information to substantiate unexpected expenditure patterns.
  • Provide timely and meaningful projections of facility expenditures to Operational Leaders and Headquarters Management to help ensure the authorized expenditure levels are not exceeded.
  • Approve reallocation and establishment of new position requests.

Prioritize, assign and direct the work of business services staff promoting customer service.

  • Monitor and review staff workload.  Realign duties and recommend changes in staffing levels as required.
  • Ensure direct report staff provide the same for staff directly reporting to them by mentoring and consulting with them on supervisory concerns or challenges they may encounter.
  • Take appropriate corrective action and recommend the initiation of an investigation or disciplinary action as necessary.
  • Manage staff schedules, including leave and overtime/compensatory time according to departmental guidelines.
  • Oversee office/warehouse space and equipment, ensuring a safe working environment. Ensure the availability of necessary equipment and supplies, doing so prudently and cost effectively.

Provide direct supervision and leadership to business office, payroll, offender banking, purchasing and warehouse staff as they provide support services to employees, offenders and facility staff.

  • Ensure the safety and security of all business staff through proper training, documentation, and practice.
  • Ensure compliance with all agency policies, applicable collective bargaining agreement, Revised Code of Washington, Washington Administrative Codes, judicial procedures, directives, operational memoranda, and Business Services Standard processes.
  • Establish results-based performance expectations; set work priorities; and conduct timely, meaningful performance evaluations of staff, which includes coordinating, documenting, and reporting performance measures and standards. Monitor work performance and provide regular feedback throughout the performance period to ensure it meets accepted standards for quality and timeliness (i.e. Employee Supervisor Performance Reviews).

Participates on teams, committees and task groups and ensures involvement of business staff members in same.




  • 5 years professional accounting experience at the journeyman level or higher.
  • 3 years supervisory or lead worker experience dealing with issues such as coaching, mentoring, training, and corrective action.
  • At least 18 quarter or 12 semester hours educational classes in accounting, which must include the equivalent of Accounting 201, Accounting 202, and Governmental Accounting.
  • Professional level experience providing consultation and direction on most complex issues and questions in the areas of ethics, budgeting, accounting, purchasing, warehousing, interpretation of statutes, rules and regulations.
  • Working knowledge of Microsoft Word and Excel in order to develop and/or maintain spreadsheets that includes, creating formulas and linking pages or workbooks.
  • Working knowledge of the principles of internal control.
  • Ability to coach and mentor others.
  • Working knowledge of the principles of procurement, delivery of goods, and warehousing.
  • Ability to work in a fast-paced and changing environment.


  • Bachelor’s degree in Professional Accounting, Business Management or related field with 18 quarter or 12 semester hours educational classes in accounting, which must include the equivalent of Accounting 201, Accounting 202, and Governmental Accounting, from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accrediation (CHEA).
  • Working knowledge of governmental accounting and budgeting.
  • Working knowledge of local fund accounting, including financial statements, bank reconciliation, and budgeting.
  • Extensive working knowledge of Collective Bargaining Agreement articles related to compensation, leave and overtime.
  • Working knowledge of AFRS, Enterprise Reporting (Fastrack) or AFRS Toolbox, DataCube, and ATLAS.
